A person infected with HIV is diagnosed with AIDS when they develop an AIDS-defining condition or meet certain laboratory criteria, such as a CD4 lymphocyte count below 200 cells/mm³ or a CD4 percentage of total lymphocytes below 14%. Free condoms are available at any THD clinic locations. Walk-in STI services are available at four locations: James O.
